Gubernatorial candidate Ron Sparks has it all figured out. Allow gambling — in the form of casinos and lottery — and the state’s financial woes are over. It will fix PACT, he says, and restore the Jefferson County tax base. That, of course, is in addition to the promise of funding education. We have spent the hypothetical money from gambling to fix a dozen different problems. At best it would fix one, and odds are it would create problems of its own. Certainly it would tend to tax those who can least afford it, while funneling money to those who have the good sense to hedge their bets with gubernatorial candidates and the Legislature.
